What Are Some Tips/Pointers For Taking Pictures In Bright Sunlight Outdoors ???

I realize it's best to take outdoor pictures of individuals in the early morning or late evening to utilize "The Golden Hour" of sunlight, but what techniques do you recommend when this isn't an option? ...

depends on where the sun is, some use reflectors, some use fill flash, some use nothing. i experiment and see what works best.

Also i've learned that when i am shooting into the sun and i have those washed out photos, if i up the contrast in post it helps a lot. if you use lightroom, you can also up the "black" setting as well.
Yep, what Jason said, experiment to find out what you like.

My preference is to keep the sun behind the subject as much as possible so that they are not squinting in to the sun ...that never looks good. Then either fill them from the front with a reflector or flash/strobe.

When using flash/strobe, balance for your ambient just as you would taking a landscape, lock in your shutter speed to your fastest flash sync speed (usually around 1/250 sec) then dial the aperture in til your background looks good, adjust flash/strobe power as necessary to get your subject where you want them.
There's different methods and different ways of looking at it. It would be cool to have an "evening shoot" event and collaborate. Any interest in that?
I would totally be for it!!!
